HII's Ingalls Shipbuilding has installed the first grand blocks built by external partner facilities on the Flight III Arleigh Burke-class destroyer Thad Cochran, marking a milestone in its distributed shipbuilding initiative. The three units, fabricated by Gulf Copper and Eastern Shipbuilding, arrived ahead of the vessel's October 2025 keel authentication, demonstrating early-sequence production by qualified offsite partners. The approach is designed to expand capacity across the destroyer programme while allowing Ingalls shipbuilders to concentrate on final assembly, integration and testing.

 

The DDG 135 Milestone

 

Ingalls Shipbuilding has reached a significant point in its distributed production model. The company installed the first grand blocks made up of three externally constructed units. These blocks were fitted to Thad Cochran, a Flight III Arleigh Burke-class destroyer. Gulf Copper and Eastern Shipbuilding fabricated the units at their own facilities. This marked the first such installation under the distributed shipbuilding initiative.

The timing of the delivery underscored the model's effectiveness. The units arrived at Ingalls ahead of the ship's October 2025 keel authentication. This demonstrated successful early-sequence production by qualified offsite partners. Meeting the schedule validated the coordination between Ingalls and its external suppliers. The result was increased throughput at the main Ingalls facility.

 

Building the Partner Network

 

Ingalls has developed its supplier network through a structured process since 2023. The company built an expanded network of qualified fabrication partners over that period. Selection involved a formal evaluation covering several dimensions of capability. This included technical capability assessments and workforce reviews. Quality system verification formed a further element of the evaluation.

The process involved close coordination with government oversight bodies. Ingalls worked with the Supervisor of Shipbuilding, Conversion and Repair Gulf Coast during qualification. All partners are fully integrated into HII's quality and material-control systems. This integration ensures consistency with established shipyard production standards. Such alignment is essential when work moves outside the primary yard.

Expansion Across Multiple Vessels

 

The model is being extended beyond the initial pilot ship. Outsource work is now under way for John F. Lehman and Telesforo Trinidad. Five different partnering companies support this destroyer construction work. Contracts have been awarded for 32 structural and pre-outfitted units for DDG 137. A further 37 units have been contracted for DDG 139.

Early results from this expansion have been encouraging. The first two units for DDG 137 have already arrived at Ingalls Shipbuilding. They reached the yard ahead of the start of fabrication ceremony held on 1 July. Company leadership said these early deliveries show the model is repeatable and scalable. Outsourced units are being phased into the established construction processes for destroyers.

 

Benefits of Distributed Shipbuilding

 

The approach delivers capacity gains across the production line. Company leadership said pushing work outside the yard increases overall capacity. More hands working on more units allows greater parallel production. This parallel work can contribute to accelerating the build by the Ingalls team. The model therefore addresses throughput constraints at the main facility.

The division of labour also allows specialisation within the process. Partners handle early-sequence structural and pre-outfitting work at their facilities. This frees Ingalls shipbuilders to concentrate on final assembly, integration and testing. Company leadership expects further gains as more partners come online. Larger, more outfitted units from partners could yield additional schedule efficiency over time.

 

Meeting Generational Demand

 

The initiative responds to substantial pressure on shipbuilding capacity. There are 40 ships currently under construction across both HII shipyards. The yards will deliver five ships over the next 12 months. This includes an Arleigh Burke-class destroyer among the deliveries. Sustaining this pace requires expanding available production capacity.

HII is scaling the distributed model to meet this demand. The company doubled its distributed shipbuilding last year across its operations. It has set a goal of increasing that figure by a further 30 percent this year. This growth is intended to raise throughput to meet what the company describes as generational demand. Over time, the approach could expand capacity across multiple ship classes.
