TGS has been awarded exclusive rights by the Petroleum Authority of Brunei Darussalam to undertake a multi-client 3D seismic survey offshore Brunei. Announced from Oslo on 29 June, the award covers new 3D seismic acquisition, processing and marketing under a multi-client model that allows the company to seek industry prefunding before delivery. The project aims to provide modern, high-quality data to help operators assess reservoir potential and de-risk exploration leads ahead of future licensing rounds, while supporting Brunei's wider goal of attracting international upstream investment.

Scope of the Seismic Award

The award gives TGS the right to carry out a multi-client 3D seismic survey in Brunei waters. Its scope spans the full workflow of new 3D seismic acquisition, data processing and subsequent marketing of the results. Under the multi-client structure, the data is gathered speculatively rather than for a single operator and then licensed to multiple companies. This model allows TGS to seek prefunding interest from the industry before committing to delivery. Securing such commitments helps underwrite the cost of acquisition ahead of the survey.

The resulting dataset is intended to give the exploration community a clearer picture of Brunei's subsurface. High-quality 3D data supports a more accurate understanding of reservoir potential across the surveyed area. It also enables operators to de-risk individual leads before committing capital to drilling. By improving the quality of available information, the survey is designed to inform investment decisions ahead of future licensing activity. This positions the data as a tool for both governments and operators evaluating the region.

The Multi-Client Business Model

The project follows a multi-client approach that differs from contracts tied to a single operator. Under this model, a seismic provider acquires data on a speculative basis and then licenses it to several companies over time. Prefunding from interested parties helps offset the upfront cost of acquisition and processing. This structure spreads financial exposure across multiple potential buyers rather than concentrating it on one client. It also allows the data library to generate revenue well beyond the initial survey period.

For host governments, the multi-client model offers a route to surface exploration interest without bearing the cost of data collection directly. Making modern data available lowers the barrier for operators considering entry into a new area. The approach is particularly suited to underexplored regions where companies may lack the information needed to commit. By providing a shared dataset, the model can broaden the pool of operators willing to evaluate acreage. This dynamic underpins the commercial logic of the Brunei award.

Strategic Significance for Brunei

The survey aligns with the Petroleum Authority's objective of drawing international investment into the country. Brunei has positioned the development of its upstream oil and gas sector as a priority for economic activity. Modern seismic data is a foundational requirement for operators assessing whether to participate in licensing rounds. By commissioning the survey, the authority aims to catalyse further interest in its offshore acreage. The initiative reflects a deliberate effort to make the region more accessible to exploration capital.

Timing the data ahead of future licensing rounds is central to the project's purpose. Operators are more likely to bid when they can evaluate acreage against current, high-resolution information. The availability of new 3D data reduces the uncertainty that often deters entry into less-explored basins. This sequencing is intended to strengthen the competitiveness of any subsequent licensing process. It connects the technical work of data acquisition directly to the country's investment objectives.

Regional Position and Outlook

The award reinforces TGS' established presence across the Asia Pacific region. Company leadership framed the project as complementary to its existing multi-client footprint in the area. Building out coverage in adjacent markets allows a seismic provider to offer operators a more connected regional dataset. This continuity can make the company's data more valuable to clients evaluating multiple jurisdictions. The Brunei survey extends that coverage into a market the company describes as underexplored.

The project also reflects a broader role for data providers in opening access to less-developed areas. By working with host governments, companies like TGS help create the conditions for operators to assess new acreage. Executive comments emphasised a continued commitment to supporting both governments and operators across the region. This positions the company as an intermediary between national authorities seeking investment and the exploration firms evaluating opportunities. The outcome of the survey will depend on the level of industry interest it ultimately attracts.
